These types of problems have been a thorn in my side for years.Obviously help is needed ,probably financially but, I think a change of opinion by most Folks,would do even more .I've been around and worked with people from almost all Races,Religions and Places.One thing always stood out for me, is that we're all the same.We need to Educate people to look in the Mirror before making quick decisions with almost, if not no, knowledge of the problem they lay claim to understand. ..Personally, I was told a thousand times by my Adopted Father to think about the next guy(put yourself in the other guys Shoes) and it wouldn't hurt everyone to think that way.The situation in many, many Reserves and Cities where these Native people barely exist is Shameful.I see so many Puffed up Politicians and pseudo do gooders (I'm having a hard time not naming a few) jumping on the Bandwagon of the moment and doing dick all except promoting themselves.I realize there are problems in Africa/India/Brazil/Where ever but we have the same problems here.Sadly it hasn't been "cool" to notice let alone do anything about it..
